| The Department of the Lottery requires the assistance of a consultant having specialized knowledge of the technologies and business practices that are essential to successfully manage and grow the Illinois Lottery's internet sales through a pilot program scheduled to launch in the Spring of 2012. The consultant is expected to provide us with an analysis of the business impact of the internet launch in terms of how it affects bricks and mortar stores and how this new sales channel is benefiting the state. He will also assist in making sure the Lottery has in place proper mechanisms for monitoring the private managers effectiveness and performance.
The internet sales pilot program is statutorily mandated, and represents the first use of the internet sales channel for lottery products in the United States. For that reason, it is necessary for the Illinois Lottery to retain an advisor with global lottery experience -- specifically in managing a government lottery that has successfully implemented ticket sales via the internet -- who also has an understanding of the U.S. lottery market and who has knowledge of an experience with the vendors being utilized by the Illinois Lottery.

| Sole Source Only Justification: | The U.S. Department of Justice recently cleared the way for the Illinois Lottery to launch a pilot program for the sale of Illinois Lottery tickets via the internet. Our plan is to launch this pilot program in Spring 2012 in order to maximize revenues to the State in the current fiscal year. If this goal is realized, Illinois will be the first lottery in the United States to offer individual lottery ticket sales via the Internet. Given the lack of precedent for a program of this type among U.S. lotteries generally and the Illinois Lottery specifically, it is necessary for the Lottery to seek outside expertise in order to establish and maintain appropriate system and player safeguards, develop and implement robust system testing parameters, and generally make certain that the pilot program follows best practices for internet sales and marketing established by foreign lotteries and by other industries. Lottery executive staff, including the Lottery Superintendent, have identified Craig Scott, as being uniquely qualified to provide the expertise the Illinois Lottery requires, by virtue his having worked for Camelot, operator of the UK National Lottery, which has both a very successful internet sales program (nearly 1 billion pounds in 2011) and a robust brick and mortar retailer base. Mr. Scott has the added benefit of lottery experience in the U.S. market, having secured and led the execution of a four-year strategic consulting contract between Camelot and the California Lottery. Additionally, the U.K. lottery utilized both GTECH Corporation and Scientific Games, the Illinois Lottery's main gaming suppliers and partners in the Lottery's private manager, Northstar Lottery Group. This gives Mr. Scott additional insight into how best to manage the relationship to gain maximum benefit to the State. |
